THE WORLD CHINESE ARTS EDUCATION ASSOCIATION MEMBERSHIP RULES
Introduction
The World Chinese Arts Education Association (WCAEA) is a non-profit academic organization registered in Hong Kong. It is the only international arts education organization serving Chinese art educators worldwide.
The predecessor of this association was the “Cross-Strait Art Education Committee” established in 1998. In order to further expand its international influence, it was renamed “The World Chinese Art Education Society” in 2008 and later renamed “The World Chinese Arts Education Association”. In 2013, this association and the UNESCO International Society for Education through Arts (InSEA) became strategic alliances. The foundation of the WCAEA is to connect Chinese through art education around the world. In the past 20 years, the association has consistently engaged in international academic exchanges and has adhered to the principle of aesthetic education, teaching, learning, research, and practice in arts and education, which has produced far-reaching international influence.
The Purpose of the Association
The purpose of the association is to bring together experts and scholars who engage research in art and education, as well as art education practitioners in all levels, to promote the reform and innovation of the field and enhance the sustainable development of Chinese art education. Through regular meetings, seminar discussions, exchanges, and cooperation, WCAEA aims to become an organization that has an international vision and the ability to constantly improve and advance the quality of arts education in Chinese communities.
Nature of the Association
WCAEA is a non-profit academic organization. Except for the special hiring staff (mainly including administrative and financial staff), the rest of the association’s cadres and staff are unpaid volunteers. Believing arts and education are borderless, all WCAEA activities hold no political interests.
Membership Requirements
Applicants must be individuals who devote to art education. They can apply for WCAEA membership directly or be recommended by the members of the Association. After being screened and approved by the Standing Committee of the WCAEA, they then formally become a member of the WCAEA.
Membership Policy
1. Applicants Eligibility:
1.1 Basic Members: In-service education staff (including on-campus and off-campus) and retired teachers in departments related to fine arts, art education, design, and education.
1.2 Student Members: Undergraduate and graduate students in studies in fine arts, art education, design, education, or related fields.
2. Membership Application Materials
2.1 Eligibility for membership in school/college/university
2.1.1 Must be in-service teachers of art education at school, college art education teachers, or retired teachers on campus.
2.1.2 Provide a list of academic achievements related to art education in the past five years (including awards, publications, research projects, art exhibits, etc.), no fewer than two items. (Maximum two pages)
2.1.3 Provide an introduction of art education-related practices, activities or projects (including teaching exploration, participation in seminars, social activities, etc., must be hosted or core participated by the applicants), no fewer than one item. (Maximum two pages)
2.1.4 A copy of the employment certificate or teacher qualification certificate from the employer is required.
2.1.5 A copy of the diploma or terminated degree certificate.
2.1.6 Must fill out the membership application form online and provide relevant supporting materials. After the review and approval from the Association, the applicant will be notified. If the application materials are fraudulent, the Association has the right to remove it at any time.
2.2 Eligibility for membership outside the school system
2.2.1 provide information on the qualifications of the organization/institution (size, qualification/certification, the introduction of operating status in the past five years, etc.) (Maximum two pages)
2.2.2 Provide educational achievements and hosted or participated activities, projects, etc. (including research, teaching exploration, participation in seminars, social activities, etc., which must be hosted or core participated by the applicants), no fewer than 3 items. (Maximum two pages)
2.2.3 Provide two recommendation letters from two standing members of the World Chinese Arts Education Association.
2.2.4 A copy of the diploma or degree certificate of the highest degree, as well as three certificates of various training and conferences attended in the past two years.
2.2.5 Must fill out the membership application form online and provide relevant supporting materials. After the review and approval of the Association, it will be notified. If the application materials are fraudulent, the Association has the right to remove/disqualify the name at any time.
2.3 Student Membership Qualification
2.3.1 Must be a student in post-secondary (college, university, vocational institutions) or higher in the field of arts or education-related field.
2.3.2 Provide academic achievements related to art education (including awards, publications, research projects, art exhibits, etc.), no fewer than one item. (Maximum two pages)
2.3.3 Provide introduction of art education-related activities or project (must be hosted or core participated by the applicants), no fewer than one item. (Maximum two pages)
2.3.4 A copy of the student ID and a recommendation letter from the university advisor (must be or above the associate professor’s title) are required.
2.3.5 Must fill out the membership application form online and provide relevant supporting information. After the review and approval of the Association, it will be notified. If the application materials are fraudulent, the Association has the right to remove/disqualify it at any time.
3. Member’s Rights
3.1 All members (except student members) have the rights to be nominated and elected as executive members and members of the standing committee.
3.2 All members can enjoy various benefits of membership and participate in different activities organized by the WCAEA.
3.3 All members can submit conference abstracts at the official website, enjoy the relevant rights of WeChat live broadcast, and have various types of activities organized by associations with priority registration and early-bird prices.
3.4 All members have the right to submit comments and suggestions to the executive meeting of the Council.
4. Member Obligations
4.1 All members are bound by the resolutions of the Association, the Annual Member Meeting, and the Special Member Assembly.
4.2 All members have the right and obligation to attend the Annual Member Meeting and the Special Member Meeting.
4.3 All members must pay the annual membership fee determined by the Standing Committee on time (the annual fee can be adjusted).
4.4 All members are obliged to maintain the reputation and interests of the Association.
5. Member Fees
Over the years, in order to promote various research, exchange activities and the development of Chinese art education in the world, the WCAEA was funded by enthusiasts or organizations to pay for related expenses. Considering the long-term development of WCAEA, the association initially drafts membership fees. Pay as follows:
5.1 The annual membership fee is RMB 200.
5.2 The annual fee for retired teacher members and student members is RMB 100.
5.3 All membership fees are collected every two years.
6. Application Process
6.1 All membership applications will be applied online via WCAEA official website. The Association does not recognize any offline paper application form or activities.
6.2 After being recognized by the Association, it will be publicized on the official website, and if it has no objection, the applicant will become a member of the Association.
6.3 If the member fails to pay the dues on time, the membership will be terminated. If you need to become a member again, you need to be re-approved through the membership application process.
6.4 The payment will be notified separately after the approval. If the dues are not paid within 15 days, the application will not be issued within 12 months.
6.5 General application time of process for members: Accept new membership application in March and April every year; review and announce new member lists in May and June.
7. Priority participation
7.1 If you are a volunteer at the World Chinese Arts Education Association and continue to participate in the Association’s activities for more than one year, you can be given priority to becoming a member after the evaluation process, and the student volunteers can be given priority to become student members. The non-student volunteers can be given priority to the corresponding member categories.
7.2 If you participate or present in the World Chinese Arts Education Conference for more than one time and meet the basic conditions for membership, you can be eligible for membership.
Election
8. All members who have paid an annual fee of two years or more are eligible to nominate, discuss, be elected and elect members of the Executive Board.
9. Each candidate member shall be nominated online by an eligible member and will be elected by another member who is eligible for election.
10. All valid members are able to participate in committee board member elections from the approved pool of nominees.
11. All valid members may entrust another valid member to vote at the Annual Member Meeting in the form of a power of attorney.
Reward and punishment
12. Reward
12.1 Nominated by the Basic Member, reviewed by the Standing Committee, and then passed by the Annual Member Meeting, the Standing Committee may recognize, in an appropriate manner, to those who have eagerly served this Association or who have made outstanding contributions to arts and education in Chinese including Chinese descent communities around the world.
13. Violation and Punishment
13.1. If a member violates any of the following items, it shall be proposed by at least one member. After the confirmation in the meeting of the Executive Committee of the Association, the member who violates the regulations shall be given a warning or dismissed from membership.
(1) Violation of national and regional laws and regulations.
(2) Violation of the rules and regulations of the Association.
(3) Acting in the name of the Association to undermine the reputation of the Association.
(4) Other acts that harm the interests or cause adverse effects on the Association.
13.2. The membership fee and annual fee or donation paid by the member expelled from the membership will not be refunded.
13.3. If the member is a member of the Board, all positions will be automatically revoked.
Asset and financial use
1. The assets and finances of the Association shall be used only for all recurring expenses of the Association and all matters stipulated in the Association’s rules and regulations and shall not be used for other purposes. (All other rules should be referenced from non-profit regulations.)
2. The main use of the funds and the financial annual report shall be announced to all members 15 days prior than the Annual Member Meeting and be passed during the meeting.
Debt and commitment
If liability arises during a certain term of office, the current Standing Committee shall carry out relevant fundraising activities to fill the gaps. If the situation is serious, it must declare bankruptcy and dissolve the Association.
Other
1. All the above terms are subject to discussion and approval by the Standing Committee of the Association.
2. All the above deficiencies and amendments need to be submitted to the Annual Member Meeting/Special Member Meeting for discussion and approval.
3. The final interpretation of all the above is owned by the Association.
